Reaching Home: Canada’s Homelessness Strategy is a community-based program aimed at preventing and reducing homelessness across Canada. This program provides funding to urban, Indigenous, rural and remote communities to help them address their local homelessness needs.
Métis Nation–Saskatchewan (MN–S) serves as the Community Entity (CE) for the Non-Designated Indigenous and Non-Designated Rural & Remote streams in Saskatchewan.
The Government of Canada defines the CE’s role as follows:
- Providing administrative and other support to the Saskatchewan Homelessness Advisory Board (SHAB)
- Receiving all requests for funding
- Working with community stakeholders to oversee the development and implementation of a systems-based approach to addressing homelessness
- Supporting a transition to an outcomes-based approach
- Soliciting proposals for community projects
- Approving projects recommended by the SHAB in accordance with program terms and conditions
- Monitoring all projects
- Reporting on its activities and disbursement of funds
- Collecting and sharing data and information
- Reporting on the results and outcomes of all funded projects
- Submitting an annual work plan
- Monitoring and reporting on the development, implementation and success of the community plan including identified gaps in services that have been filled and those remaining, new partnerships forged, and extent to which priorities have been met through sub-projects
Funding Timelines:
- Call for Proposals are typically released every October/November
- Proponents will have a (6) weeks to submit proposals
- MN-S reviews all applications and creates Executive Summaries to present to the SHAB
- The SHAB reviews and adjudicates applications, typically in January
- Funding recipients notified and provided with documentation to being the funding process
- Contribution agreements drafted and signed
- Q1 payment released
- Projects can begin programming April 1
- Quarterly payments are released after each claim submission. Claims are due 4 times a year
- Project end date: March 31 – all funds must be expended by fiscal year stated in Contribution Agreement – no carry over
